Emergency Action Plan Director Course (F-59)

Introduction / Course Description

Since September 11, 2001 it has become evident that more aggressive procedures continue to be needed to protect the occupants of office buildings. Unsuspecting acts and threats of natural disasters, explosions, biological chemical or hazardous material incidents and other emergencies made it necessary to have an Emergency Action Plan Director. In this course, there will be an overview of various terms, emergencies and techniques that will assist the Emergency Action Plan Director in carrying out the Emergency Action Plan (EAP) during non-fire emergencies in certain Class “E” buildings for occupant safety.

Local Law 26 of 2004 requires that each office building, subject to these requirements prepare an Emergency Action Plan. Each building’s Emergency Action Plan must be submitted to the NYC Fire Department for review and acceptance. The Emergency Action Plan will ensure the orderly evacuation of occupants from any office building including evacuation of persons necessitated by explosion, biological, chemical or hazardous material incidents or releases, natural disasters or other emergencies.

What are the qualifications of the EAP Director?

  1. Applicants must hold a valid current F-58 or F-25 Hi-Rise/Office Building Certificate of Fitness at the location listed on the application.
  2. Applicants must satisfactorily complete (attend and pass) a training course for EAP Director given by a school or other organization approved by the FDNY.
  3. Applicants must obtain a passing score of 70% on the Graduation Test given by the FDNY accredited school in order to apply for the Computer-based Test.
  4. Applicants must present two pieces of satisfactory identification, i.e. driver’s license and passport picture ID.
  5. Applicants must submit a “Designation Letter” from the employer or building owner confirming his/her name of the EAP.

Why is an EAP Director Necessary?

The existence of the EAP Director has not only improved safety but saved lives in addition to a decline in property damage. He/she is responsible for coordinating and supervising periodic EAP Drills as required in the law. These drills are used to educate and inform building occupants of new procedures for sheltering-in-place, in-building relocation, partial or total evacuation. As a result of this, building occupants understand the reason for various training and drills and the importance of carrying out the Emergency Action Plan. The role of the EAP Director is the key to ensure the successful execution of the Emergency Action Plan.
